Special attention needs to be given to councils that have not recruited for an extensive period of time. These councils need more basic help. Collaborating with Diocesan Deputies and District Deputies, this coordinator identifies issues within councils and at parishes that prevent recruiting. He then helps the council implement ideas to aid getting past these issues.
